Well spoken English guy 'Ben'. As previously mentioned says he's working for a Government insulation initiative. All nonsense, hung up when I didn't answer his questions / script !! Get an honest job 'Ben'... you're better than this ! Avoid the Berkshire Ben !!

This number claims to be from a goverment insulating provider. They are insistent, will not go, even threatened to come to my house to show me that my insulation was rubbish. One called Ben rang three times, very irritating, pushy....I phoned their number...a Disney voice! Just a nuisance.

Call today from this number. Believe gentleman caller said it was about 'Govt initiative concerning home insulation'. I said 'No thanks', cut the call and blocked the number. I have had 42 calls this month already (June 2024) that are definitely scam calls (but not this number before), so I was more than ready for another. Why this one is not in your database I can only guess it was a spoofed (false) number (?).
